TRANSITION
Jean Monnet Chair | Federal University of Ceará, Brazil
Project
Climate strategies for a just and equitable energy transition in the Brazil-EU relations in the context of the European Green Deal and the REPowerEU
TRANSITION is a Jean Monnet Chair, co-funded by the Erasmus+ Programme of the European Union and hosted by the Law School of the Federal University of Ceará (UFC), in Northeast Brazil. The Chair promotes excellence in teaching and research on EU studies, with a focus on the external dimension of the European climate and energy strategy and its impact on the Global South.
The Chair builds on the Jean Monnet Module “Global governance on cross-border pollution: the European Green Deal and its influence in Brazil” (2020-2023). It broadens that work to ask how the EU’s carbon neutrality strategies can change the relationship between the EU and third countries, and shape adaptation, mitigation and loss and damage policies in the Global South.
Call: ERASMUS-JMO-2023-HEI-TCH-RSCH
Type of Action: ERASMUS-LS
Acronym: TRANSITION

📋 Summary
The production and use of energy is the main driver of global warming, and countries must decarbonize their economies to meet the commitments of the Paris Agreement. The European Green Deal promises that “no one and no region is left behind”, but its just transition mechanisms were designed mainly for Europe’s own coal-dependent regions. Brazil, one of the most significant actors of the Global South in energy production and climate change, has so far been left out of these initiatives.
TRANSITION addresses this gap through a comparative and interdisciplinary programme of teaching and research. It brings together European, Brazilian, African and Asian researchers, together with governments, civil society and economic actors. The Chair:
- analyses the legal framework of EU-Brazil energy cooperation and the EU instruments on just and equitable transition, including the European Green Deal and REPowerEU;
- examines the links between EU energy policy and climate change, the blue sustainable economy, carbon markets, trade and investment, to assess the extraterritorial impact of EU policies on the Global South;
- studies how the European strategy can be realised in Brazil, with special attention to offshore wind and green hydrogen in Ceará, a state that receives significant European investment in these sectors;
- trains a new generation of researchers, policy-makers and legal practitioners specialised in EU studies and net-zero instruments.
All results are shared openly through events, publications, an online database and this website, which remains active after the EU funding ends.

🎯 Impact of the project
In the short term, the Chair trains specialised professionals on SDG 7 and net-zero instruments, consolidates the research lines on European and Environmental Law at UFC, and gives decision-makers in Brazil and partner countries a better understanding of the European energy transition strategy.
In the medium term, it creates an international network for teaching, learning and research. This network includes professors, researchers, PhD candidates, students, high-school teachers, lawyers, NGOs and international organizations. It also supports guidelines for public policies aligned with European climate strategies, at federal and sub-national levels.
In the long term, it contributes to well-defined climate strategies that include Brazil in the European approach to just transition. These strategies rest on public policy innovation, legal certainty and European green investment.
Regional relevance. The Northeast of Brazil has never hosted a Jean Monnet Chair, yet it is a hub of European investment in offshore wind and green hydrogen, such as the Pecém Green Hydrogen Hub. TRANSITION helps bring EU-Brazil dialogue beyond Brasília and the Southeast, closer to the regions where the energy transition is happening.
Who benefits: undergraduate, Master’s and PhD students; researchers and professors; lawyers and diplomats; policy-makers and civil servants; NGOs and advocacy groups; high-school teachers; and the general public.
